Fred Miller
Senior Policy Advisor

Fred Miller was appointed director of the Oregon Executive Department in 1987 and served under governors Neil Goldschmidt and Barbara Roberts. He served as director of the Oregon Department of Energy from 1976 to 1979 for Governor Bob Straub and director of the Oregon Department of Transportation from 1982 to 1987 for Governor Victor Atiyeh. Governors from both sides of the political aisle recognized his abilities in his selection to those posts

As director of the Energy, Transportation, and Executive departments, Mr. Miller’s leadership, mentoring and facilitation skills were assets forged by experience. He led each of those organizations at critical times in their history. The scope of his responsibilities grew from less than 50 employees at Energy to 5,000 at Transportation to more than 50,000 at the Executive Department. As director of the Executive Department, Mr. Miller effectively served as the chief operating officer of Oregon ’s largest employer, chairing the Governor’s Management Staff meetings of cabinet level representatives from Economic Development, Education, Human Resources, Natural Resources, Public Safety, and Transportation agencies. He facilitated resolution of significant public policy issues that cut across agencies with competing statutory mandates and divergent constituent interests.

Mr. Miller joined Portland General Electric (PGE), Oregon ’s largest electric utility, in 1992 and served as the Executive Vice President, Public Policy and Consumer Services. He directed PGE’s line operations, including Distribution, Customer Service, Delivery System Planning and Engineering. He was also responsible for PGE’s Public Affairs and Corporate Communications. In that role, he had responsibility for representing one of Oregon ’s most visible corporations in the public arena. His leadership, strategic planning and consensus-building skills not only served the corporation, but also diverse community organizations where he made significant contributions earning recognition for his community service. He also had responsibility for guiding critical business functions, including mentoring and developing personnel and facilitating resolution of cross-functional and corporate-wide issues. During his tenure, PGE was selected as one of the 100 Best Companies to Work for in Oregon by Oregon Business Magazine.

Mr. Miller earned a bachelor’s degree from Portland State University in Portland , Oregon and master’s and doctorate degrees in economics from Michigan State University in East Lansing , Michigan .

Fred Miller was the first recipient of The Equity Foundation’s Investments in Dignity Award for his active leadership in championing community involvement projects and his accomplishments in building awareness for human dignity in Oregon.

Fred Miller and his wife Karla Wenzel were recognized for courage and leadership in dedicating their volunteer efforts to taking on the difficult challenges facing the community and for strategic leadership, motivating others to ask tough questions and make the right decisions.
